if the belt slipping yes because the belt runs on your power steering pump. first thing to do it make sure it not slack and make sure the belt in good order. either tighten the bet or fit a new one for the sake of it

Yup, power steering belt, mine does it now and again when its wet.
I would be more concerned about it losing water, have you noticed any water under the car?

The steering problem won't be connected to the water problem. With regards to the steering, it's probably the belt, possibly low fluid level too.

As Ben ^^ above me said, I'd be more concerned about the water too. Find out if it's a leak first, or if it's burning it. Any steam off the back once warmed up well? (Can be deceiving at this time of year though). Any white deposits around any of the pipes/joints?

With regards to the water, also check the flange on the front of the engine and have a look underneath for any drips when the car is running. Ive had both of these in the past.

yeah the water is the main thing i would be worried about.
one thing to try is park the car up after its warmed up and put a big bit of cardboard under the engine.
if theres a water leak it will show on the card and will even show roughly what area it is to.

if theres no water leak but you have mayo looking stuff in oil you may be looking at head gasket gone or going
