there may be rust in your fuel tank from the fuel filler pipe, take your back seats out and theres the fuel sender, take this out and there is a fine gauze at the end, it may be due to this geting blocked with bits of rust not allowing enough fuel to get through, give it a clean and should be ok as a tempory measure. idealy if this is the problem you need a new filler neck and possibly fuel tank if theres lots of rusty bits in there.

if this is a mk1 golf then there is no fuel pump in the tank, the part were you mention pipe being cut is common practice when the tank is full of rust from filler neck rust but only about an 1/8 of an inch is cut off so as it cannot pick up any rust, this is done as a lot of people run there cars on a tight budget and there money cannot stretch to a new tank. so if they have charged you for a new pump in the tank get straight back there and kick up a stink

Definitely sounds like rust block the fuel or clogging up the carb (assuming it's a clipper).

Don't skimp on repairs if you can afford it; it's a major bum-ache and you should take all measures to ensure you repair or replace every part involved as you don't want to stick a brand new tank onto a rusty filler neck or vice versa.

It drove me mad when I had the same problem. it may be expensive but at least when it's done you'll have a clean fuel system.
