Heater problems!!

I have recently taken out the heater bypass valve as it was faulty, this has increased the temperature from zero up slightly, the problem is that the heaters are just not getting hot enough, unless i sit in traffic, but motorway driving im freezing my nuts off! could this be a thermostat issue. My temp gauge only goes up to centre when in traffic to never before. Any ideas?
