Have you checked the idle switch on the back of the throttle body? You got one sensor on the front that measures the throttle position and the one on the back that senses when the throttle is closed. This in turn activates the ISV. A very common problem is that the wires to the TPS and idle switch get brittle and break - I'd check these wires behind the head above the exhaust manifold - they are in a black corrugated pipe.

ISV's are expensive - free things worth a try!

If you can, run the car - rev it by hand to approx 3k rpm and press the microswitch on the idle switch - the revs should start bouncing. Dont know what that tests :) but i'd assume the idle switch/wiring and possibly ISV as it would activate.
The TPS is on measuring block 003 of Vag-Com, stamp on the throttle and it should go up to 66-75ish.

The MAP vacuum pipe that comes off the inlet manifold/fuel pressure regulator/PCV normally crack and allow extra air in - would check these.
Is the throttle body clean?

Another thing to check would be the coolant temp status on VAG COM - i forget which measuring block it is but its apparent. If it looks way off then may be worth looking into further - i.e. does the car cut out more when cold/hot

As said by justalex81 if the ISV isn't buzzing with ignition on then its most likely faulty - so it would be possible to check for 12v at its connector. If you are getting 12v from there and the ISV isn't buzzing then you got your answer.

I'd get one person to turn the ignition on whilst the other holds the multimeter - Cant remember if it buzzes constantly from ignition on or comes on for a few seconds and stops.

check fuse #15, this powers a few of the engine sensors, including the isv.  your symptoms deffo point to isv, any othwer sensor failure wouldnt cause engine to run fine but cut out when let go of throttle. i had exactly this and it took 3 isvs before i found one that worked
