I over dramatised that bit. You do have to use a chisel to remove the Shear bolts, but they are not very tight, and move easily.
I used a club hammer, due to not having much room, and wanting to shift it with just a tap.
Then you can remove the Ignition barrel complete with the twin stalk assembly, and then dis-mantle the barrel, and refit.
i used new shear bolts, and just nipped them up so easy to remove, they won't come undone, but not tight enough to shear.
However you could fit standard M8 allen bolts, and they would be fine.
Don't be dis-heartened, and have a go. It is quite easy really.
