I thought the headlight switches were the same?

Nah they are different, i read about it when my mate had the same problem but he got the right switch so we didnt think anything of it

Seems you could be right... ETKA has the same part number just a different Suffex letter...

191941531H - 88 Model
191941531K - 91 Model

There are different ones for different countries like Sweden who have to have lights on all the time...

Will have a look at my 2 cars tomorrow... Not that I don't believe you just out of curiosity as I sold a swith on ebay last week (0.99p) and didn't know there were 2 versions...

Ha ha, as stated, there will be a reason for it. Even though it may seem like it sometimes, they don't go through all the effort of changing something that's being produced 1000s of times for no reason

later ones have extra features etc.

check the number of pins on the hl plug, and get a switch with the same number. at least 3 different uk spec switches that i know of over the years.  are all the dash lights out, or just the clocks? do your number plate lights work?

Yeah its a bit moody vw changing them, they both interchange from early to late, my mate pinched one out my engine donor car 4 his n had the fire. Serves him right 4 not askin! The switch/plug has more pins on 1 than the other, the germans shoulda thought of that and keyed the switch/ changed the pin layout altogether so it couldn't happen.. Its claimed the lives of a few mk2's now...
