Pierburg 2E2s are complicated POS you are extremely unlikely to get working right.  VW tried to get the Golf nice and light on emissions, fuel consumption and elimination of the choke handle prior to going EFi.  This was what the 2E2 was fitted for.  When it's old it's a pain in the a$$.

Webers are much easier to set up and will deliver very good fuel consumption vs most 2E2s undermost conditions.  They'll also make the engine much rev happier.  32/34 DTML is what you want and a manual choke conversion kit.

If there's a fair bit you can do to those 1.6's to "pep" them up a bit, 8v Gti cam, cut down hedge hog, decent exhaust etc. But first and foremost I'd get the Weber.
