am i supposed to be able to move the actuator when the engine isnt running? just put my new FMIC piping on, now i can see the back of the engine properly, and if i pull on the actuator a little i can get it to move back.?

yeah you should be able to operate the full movement, the spring should provide a fair bit of resistance though. if it moves too easily you may not be able to maintain peak boost
