sorry mate, I just call it trim, but more specifically its the rear diffuser on my mk6. It's def not anyone rubbed up against me, I dont know how its got there or maybe it has been there from new ?.

right... not sure what you have tried but I would try the following in the following order:APC diluted 10:1APC neatTardis neatThinners on a cotton bud (try a very inconspicuous area first to make sure it doesn't affect the plastic)whatever chemical you use don't try aggressive pressure on the plastic as it might mark itIf from all these chemicals on the plastic it loses its colour then you could try http://www.gtechniq.com/shop/3s-for-cars/exterior-coatings/c4-permanent-trim-restorer/
