I had this problem on my MK3 Golf. If it is the Mark 3 then it could be the Module which the coil lead goes into I'm just having a memory block so I can't remeber what its called.

I take it you've checked all the basics e.g. leads, distributor cap, rotor arm.

Another thing that it could be is also the idle . ...... something cant remember the name again come on. Anyhow what that does is it decides on when the spark plugs should get the spark.

What Mark is it?

Its a Mk2.
Ive now bumped it and its sitting on my drive.

im gonna check the terminals are receieving power tonight.

rocking it in gear makes no difference.

I think the brushes may have gone or the starter has had it.

Hmm if it bumps ok I would imagine it to be the starter.  Either the main motor has gone or the starter solenoid.  Try turn ignition on, take it out of gear then bridge the terminals on the starter with a screwdriver (carefully).  It should try and turn and hopefully start the car.  If this is the case it's a lazy solenoid and if you get nothing it's a buggered motor.  Either way you'll need to fit that replacement motor and all should be well.
