tbh seeing as its a mk3, any more than 20mph and it would have fallen over

MK3 > MK2.

The MK3 is lighter, faster, better handling, more fuel efficient. The MK3 8V can actually outrun a Focus RS that's been quad turbo'd.

The mk3 is a more stable chassis than the mk2 im afraid to say. Also wider track.

So, as an engineering project, what would you need to beat a Veyrons 253.8 mph?

A dirty great big turbo i would imagine, or perhaps twin turbos.

It'd have to be a VW engine in a VW chassis.

R32 stripped down to bare essentials? Or perhaps transfer that into a mk2 as it's a lighter shell with wide track? Corrado?

Carbon fibre everything?

Surprised someone hasn't already done this top speed malarky before, didn't someone do a twin engined VR6 mk3 a while back as a demonstrator?
