The best 'bang for buck' is nitrous oxide, 600 notes could see you with an extra 50bhp at the flick of a switch.  But be careful, very careful.   If you don't get the right mix of nitrous to fuel you WILL melt a piston or 4.  That said i've run it on one of my cars with no probs at all.   Me & mate fitted it on his drive in a an afternoon.

I herd a roomer that if you were to use a exhaust cam in place of the inlet cam it gives a lot more aggressive mid to top end, about 7 bhp. Just a roomer though.

get the warm up regualtor adjusted. though finding somebody who is able to do it might be difficult

basically you drop the control pressure which in turn makes the car far more responsive & pull harder.

a new set of piston rings will also help!! as most 16v's nowadays are well over 100k. and they should really get a new set of rings @ 125k

One option is porting and polishing. and get your head gas flowed

You can get a fair amount of power gains from the above.
