Noisy power steering?

Hi all,
I was wondering whether there's a way to stop the power steering from being so noisy. If I move the steering wheel enough so that it just about begins to start turning the wheel, it makes a quiet paper shredder type sound.

low fluid makes the pump howl too, especially if its a deep loud noise, belts are high pitched and squealy.
