Just in the process of doing mine matey, what you need -
Sandpaper - 2 grades (Im using P150 and P180)
A Scotch Pad (Super fine abrasive pad)
A decent fine file
Masking tape
A newspaper (I find the Sport to be best so you can look at big fake breasts whilst re-furbing ya wheels )
Some meths and Some rags
Some filler (If your wheels have been curbed)
Some Primer, Your choice of colour paint and clear lacquer (I found Silver Hook Chemicals spray paint to be the best I've tried)

Before

Let the tyre down and remove any weights (Use a marker to mark the tyre where the weight sits so you can put it back on)
Use the sandpaper to rub down the wheel, use the slightly rougher one to get rid of any deep scratches or small gouges, if a scratch is very deep I used the file to 'Fit' out the scratch.
Rub down with the scotch pad (Gets rid of any small scratches the sandpaper may have left)
Once fully rubbed down (About 25 mins per wheel) Clean thouroughly with the meths.

Any curbed bits on the rim or large scratches you couldn't rub out you need to fill (Any body filler should do the trick)

Rub down the filler once set and clean again!!
Mask off the tyre and clean again!!!
Apply your first coat of primer, this should be a light, evenly sprayed coat, leave for 20 mins, apply another coat, leave for 20 mins and apply another coat, leave for 24 hours for the primer to harden (This is for best results, trust me)

Repeat with the colour of your choice

BLING!!!!!!!

And then again with the lacquer

Shazam!!!
