Initially I did think it was because of the reflection of the buildings as they are very bright. Then I looked on the German VW site and they have the list of colours with samples. The DBP and Ink Blue look similar, Rising Blue is much lighter than both of them
It's not the buildings, it's the ambient lighting. The colour temperature and colour rendering of overcast daylight and studio lighting (which could be halogen, metal halide or something else) can be significantly different. Plus the paint colour images on the German VW configurator are a guide and can't, for example, convey the effects of pearl, metallic and base finishes. Having seen Rising blue I can tell you the configurator shade is way off.
