i wonder if some muppet has wired them in wrong, funny one this but try the windows while the car is cranking over on the starter. if they work then its wrong, someone has wired them to a coil live feed. if they did this without using a relay then chances are they've spliced into the ign switch black wire, and its pulling too much voltage while windows are active and starving the coil of power.
the correct way to wire them in is with a relay, the ign live feed is merely a trigger for this relay so they dont pull too much power. you can get away without using a relay however, but you must try to use a x-over live feed instead (i.e. live with ign on but not when cranking) as draining too much power from this wont effect the engine ignition system.
of course it may just be the base idle, co and timing need to be adjusted, perhaps idle so low the isv cannot compensate for load on the electrics, or perhaps the alternator isnt so great.
