Have you tried tensioning the drive belt? Or replace the belt.
Is it worse in the rain?

If not then the pump maybe on its way out! :-\

has it been like this all the time? mk2 power steering is pretty heavy anyhow, especially in the 16v's

Ive had the belt tensioned cos it was squeeling which solved that problem but it is still heavy. I am comparing it with my other mk2 on which the steering is much lighter but it does have the mk3 engine in, maybee this is why. Can the pumps be reconed or replaced?

Pumps normally have to be replaced.
