cannot feel turbo very well till 4000 revs?

hi all just bought golf gti t and was expecting a nice pull on it when turbo kicks in, but cant feel much at all i have got quite a big exhaust on the back, cant be that could it to much pressure being lost? i havent got a clue, but would be very grateful if someone could give me some feedback on this!!!!!

could be a couple of things really if its a mk4 150bhp they dont give a great kick in standard form and the standard dump valves are known to fail...
