I hate foglights. People constantly use them when there's no need, especially front fogs.
As a guide I use rear foglights if I'm out in the country and it's foggy. If I wind up with someone behind me who can clearly see me, I'll turn off the rear fogs, to avoid dazzling them. If it gets so foggy I really can't see sh*t and I have front fogs I switch to sidelights + front and rear fogs (when no-one is behind me).
I *may* be wrong, but I seem to recall that best practice is to use front fogs with sidelights only. If you try it you'll find it genuinely works better in fog that is heavy enough to warrant front foglights. This is because they light up the periphery rather than all of the water droplets directly in front of you.
Following this, it's my view that not all foglight switches allow you to use the correct configuration of foglights for the occasion. Bear in mind that different EU countries have different rulings for this sort of thing, so the country the car is built in may set up the switch to work incorrectly for the UK.
At night I wouldn't say visibility is reduced.

It would be technically illegal to have both front and rear fogs coming together.
You are not allowed to use rear fogs at night. And front fogs at night if it isnt foggy!
