Proposed Regulations

New regulations are being proposed and maybe included in the annual MOT test.
This comes from an article in Custom Car magazine where the DOT have consulted various bodies but none in the car modding field like us.
It proposes that all chassis/engine numbers be checked at the MOT test and a change of engine would be a fail. This means if you change your engine you first have to getthe change registered with DVLA.
This is seen as the first step to how they do it on the continent and involves all the SUV regulations. So car modding is not so easy.

Not had time to digest the article much and if i get time will scan it and post it on here.

I remember reading something about this a while ago. If it just means more attention is being paid to stop cut n shut cars being on the road then fair enough. If you change the  engine you are supposed to tell the DVLA the new details anyway. As long as it doesn't end up that you can't make any changes to the engine (it's somewhere like Belgium that has that rule) !!

As long as it doesn't end up that you can't make any changes to the engine (it's somewhere like Belgium that has that rule) !!

I think that =France is like that - very anti tuning.

That why most french show cars are outrageous to look at, but have a hampster-in-a-wheel under the bonnet  ;D

what about changing the engine like for like. it's still a change. mine's still a 1781cc ;)

they think there being clever but there not!

new cars get nicked even easier thanks to the manufacturers for putting the vin number in the window!
from this number thieves can get a set of brand new keys with the standard immobiliser and just walk up to your car press the button get in and drive off!

this is why its a good idea to get an aftermarket alarm or lock on the car!

because as long as the vin is showing there is a high risk of someone ordering your keys and driving your car off!

dvla tax dodging system! i dont see the real offenders getting caught!

dvTa driver and vehicle TAXING agency!

there was a story in one of the vw mags. a bloke found his mk4 golf stripped of it's leather recaro's. the theives even re-armed the alarm after they'd taken out the interior!

I don't see this as a bad idea; I think you're obliged by law now to disclose engine no. changes to the DVLA anyway - I had to notify the change of capacity and engine no. when I did my Capri.
The way I see it, if you've got nothing to hide and swap an engine it will only cost you 10 minutes to fill out and post the V5 to the DVLA, and 30 seconds at MOT time when the dude checks the numbers.
The only times I imagine you'd want to hide the engine no. is if it's a) nicked or b) something hot you don't want the insurance company to know about. a) You should know better or you're pikey scum
b) Again you should know better, as it will void your insurance and screw things for all concerned if you have an accident.
I don't usually like tightening of regs, but for once this seems reasonably thought out. As long as it doesn't start restricting mods etc it should be fine.
Of course, I'm sure those who want to avoid the no. check might just boycott the MOT all thogether? :-\

I heard slight worse story... You would have to list all mods made to car and they would be recorded on v5.

Be sending it off every weekend lol
