It'll be an un-usual conversion, most people look for the 1.5+ engine mounts to conver their 1.3L to 1.8L, not the other way around.
You will have to change the engine mount
The tax will be un-affected, if you want to get it lowered, then you'ee have to get VOSA to have a butchers at it, poss an SVA test etc.
I have a 1588cc MK1 GTi, which is the same tax bracket as my 2.0l Accord?!?! (alright it drinks like a fish and poisens every thing it goes past).
I am affraid a pesimistic saying of don't p*ss into the wind, (it will be a lot of hastle for little reward, and make it a ba*tard to sell on in the future...)
But if you go for it (and trust me, it'll be a LOT of work), do it and do it well and shut misserable old gits like me up
