Throttle Pedal adjustment?

OK had a hunt about and couldnt find anything on this.

My Throttle pedal is about 2" from the floor. Within these 2" it will go from closed to WOT. However it makes driving in town very very hard and to be honest I am fed up of it. I have just changed the throttle cable thinking the old one was streched and this hasnt solved the problem. Is there a spring anywhere on the pedal side of things that should raise the pedal up? I am thinking some one has adjusted it in the past so it feels all responsive...

It looks like something odd's happened with the plastic track for the cable - has it been moved round at all?

Are both the butterflies fully closed when the throttle pedal is released?  Does their angle change if the cable is released?

cable is new andd I have had to put the adjustment that far forwards to get the pedal as far from the floor as I can.

The butterflies are fully closed with the throttle pedal released

The lock wire holding on the arm is or does not look factory maybe it is in the wrong place.

someone has been fiddling, it shopuld look like this:

look at the spring on the arm in pic 3, it should be round the metal post to the right. looking at the way it has been bodged with that lock wire and the missing top arm with the ball end, I recon the upper half there wont move very freely.
