It looks like the view hole for the mechanic to get Top dead centre if needs be,the ring/cog is the starter ring, the starter motor connects to this and turns the engine over.
One of the teeth will have a red mark on it.
Should have a little rubber plug though.

I have seen that on other cars, i havent got my 5 anymore or i'd have a look. I'm more confused about the cars on here where its totally flush??
