Vice grips will just mash the head then you will have a problem, plusgas is useful stuff or a proper penetrating oil. Big bar over the end of the socket/spanner or a nice big breaker bar :)

Probably got lost in the "Great Crash of 08

Plusgas is meant to be one of the best but ive never found it for sale anywhere when I needed some in a rush.
Ive always had good results with the 3 in 1 brand penetrating spray, you can pick that up in Halfords etc

keep applying penetrating oil, apply it half a dozen times over a couple of days let it really soak in, use a breaker bar or a socket with a big bit of scaffolding/tube on the end. If that doesent work, heat it up!

I hate to be the one that doesn't follow the trend - but there is absolutely no point in putting pentrating oil on a bolt head - it goes on threads, like studs.

On a calliper bolt, there is no access to the threads, so putting oil on won't help one iota.

The best method has already been mentioned, get good vice grips and clamp down TIGHT, then undo it. If its the allen head bolts (as above), then you can get it off by whacking it a few times with a hammer and loosening it off with vice grips. When its off the car, grind flats onto it to bring it to 11mm and refit (or buy a new one).

If you are refering to the 13mm hex bolts - then a good quality 6 sided spanner/socket with an 18" breaker bar should make light work of it.

best way to get those off is with a hex bit set.   when the head rounds out get out a torx bit thats just a bit to big and batter it in by the time you put the ratchet in the beating has helped free the threads anyway
all the VW's have gone bar 1.

noticed in the 1st post you used a torque wrench to try and undo it - bad idea. its probably inaccurate now!
