I think the ultimate F1 plan would a preset budget for all teams, the same engine supplier for all teams (with sealed engines so no cheeky tuning), the same tyres (none of this prime or option crap), the same aerodynamic packages with wings and diffusers that help the driver behind overtake and the same rules for everyone. Kind of like A1GP. That way it's up to the driver to push hard enough and make the effort so he can win rather than let the team develop a fast car.

I agree on a budget but doing all that would ruin the constructors championship. And thats the title the teams want, not a drivers championship. The drivers all fight amongst them selves and keep the competition high when really all the teams want is the constructors championship. Stephano Dominicarlo wont care if Alonso, Massa or any other driver wins as long as his team wins the constructors, same with Martin Whitmarsh and Christian Horner.
