Seems a bit odd I suppose, as they hav'nt done the rest of the car (sills etc)
Are you thinking of buying it ? If so try and get the history of the car if you can (VW UK or dealer who has serviced it), or get the car inspected ... otherwise you will always have a nagging doubt.
