Yup, via the distributor, g60 runs digi 1.

Have you checked the vacuum hose between throttle body and ecu, it has to be exactly 1m long and not have any leaks.

Yes it is commonly known as "digi-lag" and if that is indeed the problem you are suffering, companies such as SNS offer ECU chips to resolve it.

Any links to this company? Can this be combined with a smaller compressor wheel to increase power?

No, that's OK. It really needs to be richer rather than leaner, but it certainly does not want to be any higher. It easy enough to tweak down anyway. If I lived closer to you, I would come and take a butchers. Even have a little photoshoot with the two 60's for everyone's envious pleasure and obvious piss taking!
To time the engine though, if you have the smaller intercooler mounted flat in the engine bay, then this will need to be removed to see the timing marks on the flywheel. This would mean that the engine will be 'uncharged' and the compressor makes a hell of a noise, but it will not make any difference to the end result.

1.8 co is checked at the sniffer pipe before the cat, if you got 1.8 co after the cat then either summat is really wrong or the cat isnt there :)

Check the lambda is giving outputs within range - it might be knackered.
