Heatshield?

Golf Gti Mk III 2.0 litre 16v

Got another annoying problem.

I am told its a heatshield which is fixed in some way to the exhaust manifold, down pipe wherever.
Well it vibrates at certain revs and makes quite a loud noise - enuff to make pedestrians look.
A mate had a go at welding it back on - but this hasnt lasted.
Is this a case of a better weld job? Or can i take this shield off comepletely?

i know lens already seen this, but theres another post of mine about a similar problem in the mk3 section.

this sounds more hardcore than my one..

i'd see if he can do a better weld job if its the same thing again.
