Weird Idle Problems

Had the tappets and cam belt changed, and since then the idle is all "weird"

It will fast idle (1,200rpm) then settle down, but can go back to that at the next stop.

Now its taken to jumping up to 3,000rpm till i switch off.

On re-start it makes a "squeal" noise and wont go. switch off, switch on, and its fine.

i have been told its the "ideal control valve", whats that, where is it and how much is a new one?
