Just typed this into google and it has a thread on some connector under the car which you can disconnect and it hold a valve open which increases power (i think)  Have a look

you manualy make the valve open, either by using zipties to crimp the hose or pluging the hose.

the story goes that you'll gain a few hp 
but the real reason most do it is for the sound!   :rolleyes:

It sounds amazing through the first few gears, it is a nice deep growling sound,
its a nice mod to do if you havent yet

From googling this term - flapper - I think that this feature was only available on the US Mk4 R32 due to sound regulations - think it quietens the exhaust.
