On a MK2 the switch is already set up & wired for fogs, and the loom runs to a plug under the expansion tank.  You just have to run wires to the lamps from there

but wouldnt i have the rear fog on too? or is that why it clicks forward twice?

If i remember rightly the first click turns on the fronts and the second click turns on the rear.
