I guess that it's not specific to a TDI engine, so i'll post it in the MK4 section.

Car is a 2002 1.9 TDI

The whining noise is much louder over the drivers side.

Any clues as to what the cause is?

99% sure its the alternator pulley. They seize causing the squeaking. When I had mine done they charged £45 for the pulley and an hour to fit.

Yes the alternator is there. Only place is VW and you need a special tool to get it off.

If it's only doing it when you turn lock to lock, I'd say it'd be low power steering fluid

Eh? Please explain your thoughts behind that?

Its doing it when going lock to lock because you're putting the auxiliary belt under load. Soon it willl chirping when you pull away and at idle.
