Are the auto raise/lower functions only on cars bought with xenons?

Yup.

I know mine has a manual raise/lower but no automatic one since it doesn't have factory xenons.

Which makes it one of the crucial reasons why you can't put zenons on your car.  Even if someone were to purchase the genuine OEM Xenon headlamps, they would still be illegal without all the other self-leveling gubbins.

And as for retro-fitting HIDs into halogen lamps, then this is illegal, even if you do fit all the auto-leveling.

That's good to know. The Philips X-Treme Power bulbs are legal to fit without the auto levelling, correct?

Yup, because they are basically a halogen bulb - so you are effectively replacing like for like.

Just ordered 2 pairs of the Philips X-Treme bulbs.  Did it in 2 separate orders, should get 2 pairs of sides as well!

I had some philips Blue (white when on) sides in the garage.  Changed the both sides in about 5 mins.  No skin lost as well.  Just used a pair of snipe nosed pliers, and pulled on the casing and out they popped. 

Just waiting for the bulbs to arrive now.
