Radiator Fans Golf TDI 150 (03)

Hi - I think I've read about this before somewhere but need to be 100% sure what is causing this.

What it is is that the radiator fans come on for about 3 seconds every minute or so, even when the engine is cold. VW said that the entire fan unit needed replacing so I got a 2nd opinion with a local mechanic who replaced the engine temp sensor and told me the problem was sorted out. However the fans are still coming on as before. This only happens when the A/C is switched on.

Could someone let me know if I really do need to get the entire fan unit replaced as a 100% certainty, as I'm guessing the work wouldn't be cheap, even outside VW. Thanks in advance.
