I wouldn't say the PP was essential but it's certainly better to have it than not have it.
Ignore the 10bhp, the diff is very impressive though not essential to make progress, but it's the brakes that really make it worthwhile.
If you're buying a hot hatch for the right reasons then you want the best hardware attached to it, never mind the luxury gimmicks. Plus it's far better to have the car sooner rather than later if you have no readily available alternative transport - just see out the month and you'll be sat in a 16 plate so I'd happily cough up £600 for the PP rather than wait 12 weeks or whatever.
That said, there must be other unsold GTI's in the system that are nearly ready to be registered?

Daft Question I know and maybe not relevant in these circumstances i.e. Insurance replacing the car. But if replacing the car do you qualify for the £1000 loyalty discount. Thinking out loud again, it is Friday. Would be an incentive not to change manufacturers and would cover the PP extra cost.

Depends if the insurers are going to slap a cheque in your hand or purchase the car directly for you.
If the former then you'd want the best available deal and if the latter then it's their problem to sort out their best deal to keep their overheads down.
