Cam Belt Cover

I have a PB engine in my Mk2 GTi 8v. I'm about to replace the cam blet, but I can't figure out how to remove the lower part of the cam belt.

It appears to wrap around the lower pulley, which is help in by 4 allen keys. Do you need to remove the pulley to get the cover off?

dont undo the middle 19mm 12point bolt tho, the pulley is only held opn with the 4 allen bolts.
they can be pretty well stuck on though, so you might need a puller to get it off

Make sure you attack the allen head bolts properly, too.  They'll often be seized and need a hand operated impact driver (not an airgun) to shock them loose, rather than round them out.
