Dont think they made a 110 PD in 1999.  Easiest way to check, how many gears does it have ? PD = 6 speed, tdi = 5 speed.

The 110 is NOT a PD engine. Go for the 130 as this is. Well worth it in the long run. You'll only regret not getting the 130 afterwards.

1978 Ford Escort MK2 RS Mexico, GTiTDiPD150. RS2's,Cruise,Metallic Black, Upsolute re-map. Goes and smells like stink.

Provided your shocks are in good condition, eibach springs are a good choice (even better if your car has the optional vw sports suspension ) ... if you want to spend a bit more then ive been hearing good things about FK Highsport coilovers... very good value.
And yep you're right.. real RS4 wheels wont fit, but the replicas (multi-fit 5x112 / 5x100) go straight on and seem to be good quality, although spoke to a lad on sunday who complained about the weight of them.

definitely PD!

I heard that bilstein shock/springs were quite good but not a massive improvement over the vw sports suspension
