Just for a windscreen? Madness!!!!!
I can't remember if these are bonded on MKIII's but if they aren't get down your local breakers, get a screen and get a mate to help fit it. Can be a bit fiddly but saves claiming on your insurance or paying out £200 to RAC glass or whoever.

like he says
If you're fully comp then theres just usually bout £60 to pay - check your policy
If it's just a chip can it not be repaired by one of those screen repair people you find in Halfrauds & Tesco carparks?

also one tyre and front shocks, but thats minor jobs. Shocks £50 and get a tyre for £25, oh yes and needs screenwash!
Just the windscreen thats the problem, might just sell the motor to someone who can do all these things at home.

Well you won't get much for a mKIII 16v with no MOT. £500 maybe?

Why not try a different MOT place??? they might overlook the windscreen for a back hander!! from what you say the person who carried it out is a right arse, windscreen washer WTF?? just ask round your area people are bound to know of a Mot place that does things by the 'book'
Ok do the tyre an the damper as this will be noticed, but what eactly did the screen fail on?? big crack or somthing??
