Apparently they are not legal on the motorway. If you are towing anything over 750kg it needs to have working brakes linked to the towing vehicles. (hitch activated etc)
You can use them to recover a car to a safe location but no further.
Also if a motor vehicle being towed has any wheels touching the ground it needs to be taxed, mot'd and insured, unless you are towing it to a pre booked mot.
