Viewed a 1.8 T today??? How much should I offer/pay???

Viewed a 1999 1.8 T GTI 5 door in green today. Car was in very good condition with a full service history (not all main dealer), MOT until July 2008 and 1 month's tax. No major modifcations apart from an R-Line gearknob, Anniversary badges and 17" Santa Monica replica alloys which had been refurbished. The seller was prepared to throw in a new front splitter, new mudflaps front and rear, new V6 4 Motion rear splitter and new roof bars - all genuine VW parts.

He was asking £4000 for it but did say over the phone that he'd accept £3800. After inspection it was clear that the car needed 2 new front tyres and new front brake discs. Also, there was little life left in the rear tyres. He then said that the lowest he'd take was £3600.

I'm majorly confused. Had a look on Autotrader, Pistonheads and ebay and the 1.8 T GTI varies in price, from £3000 - £4500 for cars of the same age. How much should I pay for this bearing in mind the tyre, brake and tax situation? Your help would be greatly appreciated. Cheers.

     5 doors is worth less than a 3 door .... and discs wise u can get then for 50pound (brembo) from GSF ... and tyres it varies dependin on what u wanna spend, budget or performance tyres .... between 40-110 pound ... i would say for the yr and mileage near xmas time too 3k top ....

well if it any help i just picked up a silver mk4 t 98k on the clock fsh not all main tho  only mods r 19" alloys
it moted till july to and i put tax on it today other than that very clean runs nice i gave £3000 for it  and got original wheels ans rear lights sold the wheels for £150 so u could say i gave £ 2850 for it

replied to your PM Huw.  hadn't seen this thread before mind lol

as said get him to throw in the tax and perhaps push him a little more; you can sell the bits if you don't want them to recoup some money and pay for the tyres and discs; or put the new bits on and sell the originals.
