If you take the airbox off and look in the end of the pipe, you should see a silver hooky thing that goes up into the vacuum thingy.
you should be able to push that up by hand (the vacuum thing pulls the flap up). If it won't move, it'll have done the same thing as mine - the ends of the rod the flap pivots on will have gone rusty and siezed in the holes at the side of the tube.
I sorted mine by taking the flap housing off the end of the airbox (b*stard of a job, the plastic is really stiff) - it comes apart then, so you can clean up the ends of the rod, bung a bit of grease on and it should be OK!
('course, WD40 in the pivot might make it free up enough to work...)
