A performance exhaust increasing fuel consumption is usually wrongly associated with the driver of said car planting his foot more often to hear the sound
The only reason i could see a decrease in MPG is most likely the exhaust isnt completly gas tight.

the previous exhaust was custom built so its a possibility. i shouldn't have a problem with a milltek or stock r32 exhaust tho should i?

In a word no, as long as when whoever fits the system applies plenty of sealing paste around the joins when it goes together then i cant see you having a problem
I have a full scorpion system on my mk2, i spent a good few hours replacing old rusty clamps with nice shiny new ones and cleaning and resealing the joins to make sure my system was completly gas tight. Sad i know but hey i like things to be goooood

Apparently when talking to Milltek at the Autosport show, they are releasing a new twin outlet back box, with a sliding/variable outlet, to allow for after market rear valences.
