still more modern.. im sure for a brand new car, they aint using 1991 technology

Some engine technology on 4 cylinder engines actually dates back to the late seventies, not that much has really changed mainly electronics.

Yup VR6 is right 4 cylinder engines or any engine still use 70's technology, made from metal, use spark plugs, pistons, etc. burn petrol.
etc. etc.

If you are being serious then all I can say is, it is modified...but only on the exterior.

Smoked Indicator wing lenses
Red calipers
Original bodykit sprayed bodycolour
New front skirt
Mk4 bee sting aerial

*soon* front indicator, fogs etc to be smoked and Hella dual headlights smoked, magnex (maybe) exhaust

Nooooo - don't get a twin headlamp conversion. Imo nothing looks worse on a Mk3, short of neon lights and whale tail spoilers. They are just plain wrong :/

I wouldn;t worry about engine mods either - if yours is anything like mine, it already performs like a GTi and, far more importantly - will sh!t on the poor buggers who bought a Mk4 GTi :)
