I had this problem too, I used a torque wrench to do up both bolts (nearside) and both appeared to be tight.  Drive around for a few weeks, replace the suspension for new coil over and decide to smooth the front and rear bumpers. look under the car to start undoing the bolt and the rear fecker is gone.  Alway had a problem with that side.

fixed it!!!  put the original bumper iron on the new skin and added the fogs, still abit of a struggle to get it on but it went in the end!  cheers for the help guys, it was a bent leg afterall!
