The oil filter traps all the particulates so what’s the benefit in changing the oil without changing the filter especially when the filter is so easy to change, it takes 2 mins to change whilst the oil is changing so no extra labour, just the cost of the filter.
Personally, I would not use a garage that advised changing the oil without the filter.
The oil capacity for the engine is 5.7 litres but this will be less without a filter change, so 7 litres is far too much.
