If you're looking for a Mk7 (i.e not a 7.5) then cars built from week 22 (end of May) 2015 should have the winter pack fitted as standard, along with MIB2 sat nav and keyless entry.
Climate Screen is quite a rare option on the Mk7 as it was bundled in with the advanced phone prep which made it expensive. On the Mk7.5 it was available as a standalone option for £300 which is a bit more palatable.
I have the climate screen on mine. It was great in the recent icy weather, but I could probably manage without it if needs must. There are around 8 or 9 months a year when it doesn't get used. Putting the blowers on full for a minute or two does a pretty good job of clearing any mist on the inside.
I took the option of the climate screen and its not had much use, mainly as driving less and WFH more, and did live without and could do so again, but it works really well and at think £320 it was not an option that lose too much sleep over on spend to value.
