I'm led to believe that if the car is on PCP you need to service it every 10,000 miles regardless of the service schedule?
No - the 10k/12 month servicing regime is compulsary if you are on a service plan and has nothing to do with PCP financing.

for such low miles fixed servicing intervals might be better for the car anyway rather than variable

I only do about 8k a year and just bought the free servicing package..seemed much easier

What does the 3 year pack cover? I bought it but haven't read much detail yet. My car will be a low mileage one, probably 7000 per year. Will it automatically ask for a service at a year or what if its set to longlife by the dealer, will be then run over and maybe not want the service until say 2 years. If that happens does that mean I may only get one free service.

Also do they cover brake fluid changes or are these required in the time period?

See here: http://www.volkswagen.co.uk/retailers/offer/00488/national/268

Brake fluid is changed at 3rd service. I don't believe you'll be on the flexible long live variant unless you do very high mileage. It'll be either 12 months or 10,000 miles whichever is sooner. You can check how long to go in the MFD until the next service
