1. Too long. 1-2 paragraphs max and bullet point the important bit. I've had to deal with complaint letters and the longer they are, the more likely I am to skim-read the thing and then throw it in the bin.

2. If it was assault, surely you should have reported him ASAP? If a copper punched you in the face, would you wait xx days before reporting it?

his interaction with you occurred as a result of your actions,

you admitted he must have tried to verbally get your attention, and that he was wearing a high vis jacket.

at the end of the day, "the moron in the high vis" probably followed all necessary attempts to get your attention, some people just have a job to do, we all like a salary.

No its not - least maybe not in my eyes. Our backwards laws may differ.

At the end of the day, all the complaining about people doing something as simple as touching you to get your attention is the same reason that police can't touch criminals, people can't defend themselves against burglars, teachers can't discipline children. etc.etc.etc.

Just mosy on and put your crap in the bin next time - there's plenty of them.

i allways say i havent got any on me if ever asked ( unless its for beer )
