these days a lot of employers are arseholes about this stuff.

one way round it is to just make it known that you're very unhappy with the situation.
i took a couple days off sick once and they deducted my wages. a quick word in the directors ear, '2 days is 6 months and you want to deduct me for it?' and i soon got my dough back.

This.

It is often down to the relationship you have with your boss/company and what you put in to the company, HR generally tow the line and enforce a no pay policy until approved by department head/Director.
Just speak with your boss and try not to get wound up in the meantime.
We do appointments first thing or in the evening so as to not interrupt to much of the working day.

Be thankful you don't work systems like the Bradford factor and have lateness wound up in there as well.....
