Most likely a fault

They can be coded out via VAGCOM

...........my first GTI 05 reg did it as soon as you sat in the car & was a pain in the a**e every time i got it in/out of the gargae. Got it shut up by coding it out. On my 08 reg ED30 now it only does it at a certain speed which makes it better for getting in/out of the garage.
